PAINTSVILLE — A Johnson County grand jury returned 14 indictments against 13 people Aug. 26, with charges ranging from burglary and drug possession to firearm-related wanton endangerment and bail jumping.
The indictments include:
Misty Barker, 42, of Van Lear, was indicted on two counts of first-degree wanton endangerment involving the discharge of a firearm, two counts of third-degree terroristic threatening and two counts of first-degree unlawful imprisonment. The charges stem from an alleged April 11 incident involving Jake Skeens and a juvenile identified by initials in the indictment. The grand jury alleges Barker endangered both, threatened them with conduct likely to cause death or serious physical injury and unlawfully restrained them under circumstances that exposed them to a risk of serious physical injury. Her bail is $10,000.
Henry D. Allen, 48, of Salyersville, was indicted on a charge of theft by failure to make the required disposition of property valued at more than $1,000. The indictment alleges Allen obtained $3,650 from Geraldine Adams of the Hager Hill community and failed to make the required disposition. The alleged offense occurred March 12, 2024. His bail is $5,000.
Charles William Rudd, 63, of Flat Gap, and Ricky Ferguson, 60, of Flat Gap, were each indicted on charges of complicity to third-degree burglary, complicity to theft by unlawful taking under $1,000 and complicity to third-degree criminal trespassing. The indictments allege the two entered an outbuilding belonging to Darla Bradley in Oil Springs on March 20 with the intent to commit theft and took tin, copper and car wheels valued at less than $1,000. Their bail was set at $5,000 each.
Tracy Robinson, 47, of River, was indicted on a charge of second-degree criminal possession of a forged instrument. The grand jury alleges Robinson possessed a fraudulent Kentucky application for motor vehicle title for a 2014 Dodge Caravan and filed the document at the Johnson County Clerk’s Office April 4. His bail is $5,000.
Bobby Daniels, 58, of Pikeville, was indicted on charges of tampering with physical evidence, first-degree possession of a controlled substance (methamphetamine) and second-degree persistent felony offender. The indictment alleges Daniels concealed methamphetamine that he believed could be used against him in an official proceeding. His bail was set at $5,000.
Shelby Burns of Paintsville was indicted on a charge of first-degree possession of a controlled substance (methamphetamine) stemming from an alleged March 8 incident. Her bail is $5,000.
Leah Pennington, 42, of Hager Hill, was indicted on charges of first-degree possession of a controlled substance (methamphetamine), operating a motor vehicle under the influence of alcohol or drugs, first offense, and possession of drug paraphernalia. The indictment alleges Pennington possessed methamphetamine, two digital scales and a pipe containing chemical residue April 17. Her bail is $5,000.
Michael S. Green, 39, of Dayton, Ohio, was indicted on a charge of first-degree bail jumping. The grand jury alleges Green failed to appear for a pretrial conference July 24 in connection with a Johnson County felony case. His bail is $5,000.
Danny Vanhoose, 44, of Paintsville, was indicted on a charge of first-degree bail jumping. The indictment alleges Vanhoose failed to appear for sentencing July 24 in a Johnson County felony case. His bail is $5,000.
Jesse Blair, 43, of Denver, was named in two indictments. In the first, Blair was charged with first-degree possession of a controlled substance (methamphetamine), first-degree possession of a controlled substance (opiates), public intoxication excluding alcohol, two counts of third-degree possession of a controlled substance, menacing and resisting arrest. The indictment alleges Blair possessed methamphetamine, methadone, 13 dosage units of diazepam and 13 dosage units of gabapentin May 5. It further alleges Blair placed Johnson County Sheriff’s Deputy Darvin Marsillett in fear of imminent physical injury and used or threatened physical force while attempting to prevent officers from making an arrest. His bail is $5,000.
A separate indictment charges Blair with possession of a handgun by a convicted felon. The grand jury alleges he possessed a Phoenix Arms .22-caliber handgun May 5 after having previously been convicted of a felony. Bail is $5,000 in that case.
James W. Conley, 55, of Riceville, was indicted on a charge of third-degree burglary. The indictment alleges Conley unlawfully entered and remained in a storage unit belonging to Glenna Scott in the Riceville community Oct. 22, 2025, with the intent to commit theft. His bail is $5,000.
Ronnie Hitchcock, 55, of Paintsville, was indicted on a charge of first-degree possession of a controlled substance (methamphetamine) stemming from an alleged March 13 incident. His bail is $5,000.
An indictment is a formal accusation and is not a finding of guilt.
