At the scene, the deputy found Thompson slumped over the wheel of his white Ford, parked beside the road. It took the deputy several progressively louder knocks on the window to get Thompson to stir. When Thompson woke and opened his door, the deputy saw a needle and syringe inside the vehicle. Thompson asked Deputy Kidd if he could exit his vehicle to “smoke.”
