CITIZEN STAFF REPORT

INEZ — Martin County Sheriff John Kirk’s Office made the following arrests:

James H. Riggs Jr.

James H. Riggs Jr., 58, was arrested April 6 on New Route 3 in Inez on charges of alcohol intoxication in a public place (first and second offense) and possession of marijuana.

Deputy Zach Waller responded to the call. According to the report, Riggs had slurred speech and was staggering when the deputy arrived. He allegedly admitted he had consumed “a few beers” and attempted to open another can of beer at the scene. The deputy also reported finding a plastic baggie containing a green leafy substance believed to be marijuana.

Marsha Lynn Fletcher

Marsha Lynn Fletcher, 48, of Pilgrim, was arrested April 4 on White Oak Road in Pilgrim on two indictment warrants, each charging her with bail jumping in the first degree. Deputy Wall served the warrants at 12:22 a.m.

Steven Ryan Tackett

Steven Ryan Tackett, 41, was arrested April 2 on Route 3 in Debord on a warrant from Pike District Court for failure to appear. Deputy Wall served the warrant at 7:48 a.m.

Ira Ervin Blankenship

Ira Ervin Blankenship, 45, was arrested April 2 on Evans Hill in Pilgrim on two warrants from Pike District Court charging him with failure to appear. Deputy Wall served the warrants at 7:44 p.m.

Nicole Ashley Williams

Nicole Ashley Williams, 38, of Breeden, West Virginia, was arrested April 1 at Dempsey Housing in Warfield on a bench warrant from Pike District Court. Deputy Waller served the warrant at 8:50 p.m.

Madison Marie Dindal

Madison Marie Dindal, 22, was arrested April 1 on KY 645 in Inez on charges of operating a motor vehicle under the influence of alcohol 0.08, first (aggravated circumstance), careless driving, failure of owner operator to maintain required insurance/security, first offense, no registration plates and disorderly conduct in the second degree.

According to Deputy Wall’s report, he was patrolling on KY 645 when he observed Dindal’s vehicle traveling slowly with the vehicle halfway in the right lane and shoulder over the rumble strips. After initiating a traffic stop, Wall reported he immediately detected the odor of alcohol coming from Dindal. He said she denied drinking and refused to perform a field sobriety test.

When Dindal exited the vehicle, she allegedly began yelling at law enforcement. Officers escorted her to the rear of the patrol vehicle and sat her down, according to the report. While Wall was attempting to place handcuffs on her, Dindal allegedly kicked and pulled away. The report states the struggle continued and officers then restrained Dindal on the ground before securing the handcuffs.

Wall requested an ambulance to take Dindal to Three Rivers Medical Center for evaluation. According to the report, she refused treatment, was medically cleared and was then transported to the Big Sandy Regional Detention Center.

All individuals are presumed innocent unless proven guilty in a court of law.
