Lawrence County grand jury returns indictments in drug, organized crime, sex abuse cases

LOUISA — The Lawrence County grand jury returned 24 indictments March 12. Cases ranged from alleged child sex abuse and organized fraud at a Louisa bank to drug trafficking, burglary and assault.

Teresa Blunt, 64, of Fort Gay, West Virginia, was indicted on possession of a controlled substance, first degree (methamphetamine).

The indictment states that Blunt committed the offense Jan. 3, 2026. Bail: $5,000.

Dalton Brooks, 51, of Louisa, was indicted on charges of possession of a controlled substance, first degree (methamphetamine), possession of a schedule II narcotic, second degree, (suboxone), possession of controlled substance, third degree (Gabapentin), operating a motor vehicle on a suspended/revoked license, failure to/improper signal, disregarding stop signal, and improper display of registration plate.

The indictment states that Brooks committed the offenses May 28, 2025. Bail: $5,000.

Kenneth Mudd, 52, of Louisville, was indicted on charges of engaging in organized crime (acquisition of retail merchandise for resale) and possession of a controlled substance in the first degree (methamphetamine).

The indictment states that Oct. 29-30, 2025, Mudd conspired or attempted to commit or act as an accomplice in the commission of more than one theft of retail merchandise with the intent to resell the stolen merchandise and that he was in possession of methamphetamine. Bail: $10,000.

Kristi Fletcher, 36, of Inez, was indicted on charges of engaging in organized crime (acquisition of retail merchandise for resale), possession of a controlled substance in the first degree (fentanyl), possession of a controlled substance in the first degree (heroin), and possession of a controlled substance in the first degree (methamphetamine).

The grand jury alleges that Fletcher committed the offenses Oct. 29, 2025. Bail: $10,000.

Michael Campbell, 43, of Prestonsburg, was indicted on possession of a controlled substance in the first degree (methamphetamine) and use/possession of drug paraphernalia.

The indictment states that Feb. 15, 2023, Campbell was caught with methamphetamine and a glass smoking pipe. Bail: $5,000.

Tina Dunfee, 49, of Trenton, New Jersey, was indicted on engaging in organized crime, criminal possession of a forged instrument in the first degree and five counts of theft of identity of another without consent.

The indictment states that Feb. 17, 2026, Dunfee acted as an accomplice in the commission of criminal possession of a forged instrument in the first degree on a continuing basis with Kaysaun Madden and Cory Vasquez (AKA Cody Hughes). The grand jury alleges that Dunfee was in possession of a fraudulent tax return check and passed it at Citizens Bank in Louisa and that she used identifying information of Mary Lu Fisher (Maryland), Jeanette Eve-Barros-Perez (Georgia), Gail Brown (New York), Rosa Julia Torres (Delaware), Vivian Peyton Powell (Texas), Kathrine Williams (Virginia), with intent to represent herself as these individuals for the purpose of deceiving or defrauding. Bail: $20,000.

Cory Vasquez (AKA Cody Hughes), 34, of Bronx, New York, was indicted on charges of engaging in organized crime and two counts of theft of identity of another without consent.

The grand jury alleges that Feb. 17, 2026, Vasquez acted as an accomplice in the commission of criminal possession of a forged instrument in the first degree on a continuing basis with two or more of the following individuals: Tina Dunfee and Kaysaun Madden. The indictment states that Vasquez used the identifying information of Cody Hughes (Tennessee) with the intent to represent himself as these individuals to deceive or defraud. Bail: $20,000.

Kaysaun Madden, 41, of Brooksville, Florida, was indicted on engaging in organized crime and two counts of theft of identity of another without consent.

The grand jury alleges that Feb. 17, 2026, Madden acted as an accomplice in the commission of criminal possession of a forged instrument in the first degree on a continuing basis with two or more of the following individuals: Tina Dunfee and Cory Vasques (aka Cody Hughes). The indictment states that Madden used the identifying information of Bruce Campbell (Virginia) and Guban Nube Toalongo (New York) with the intent to represent himself as these individuals to deceive or defraud. Bail: $20,000.

Melinda Johnson, 39, of Crum, West Virginia, was indicted on burglary in the third degree.

The indictment states that Dec. 7, 2025, Johnson entered and remained in Walmart of Louisa after having been banned from the premises Oc. 7, 2016, with the intent to commit the crime of theft. Bail: $5,000.

Ricki Kimbler, 37, of Louisa, was indicted on possession of a controlled substance in the first degree (fentanyl).

The indictment states that Kimbler committed the offense Oct. 17, 2025. Bail: $5,000.

James Kise, 57, of Louisa, was indicted on charges of possession of a controlled substance, first degree (methamphetamine), and possession of drug paraphernalia (glass pipe).

The indictment states that Kise committed the offenses Oct. 21, 2025.

Eric Marcum, 45, of Louisa, was indicted on charges of strangulation, first degree, terrorist threatening in the third degree and resisting arrest.

The grand jury alleges that Dec. 1, 2025, Marcum applied pressure to the throat or neck of another, or blocked the nose or mouth of another person, namely Faye Campbell of Louisa, that he threatened to commit a crime likely to result in death or serious physical injury to another person or likely to result in substantial property damage to another person, and attempted to prevent police officers from the Louisa Police Department from effecting an arrest by using or threatening to use physical force. Bail: $10,000.

Louri McKinney, 41, of Crum, West Virginia, was indicted on charges of possession of a controlled substance, first degree (methamphetamine), possession of a controlled substance, first degree (fentanyl), use/possession of drug paraphernalia, and possession of a prescription controlled substance not in proper container.

The grand jury alleges that McKinney committed the offenses Oct. 27, 2025, when officials caught her with meth, fentanyl, an altered straw and Lorazepam, a schedule IV controlled substance not in the proper administered container. Bail: $5,000.

Thomas McCoy, 56, of Louisa, was indicted on incest in the first degree, sexual abuse in the first degree (victim less than 12 years of age), sexual abuse in the first degree.

The grand jury alleges that between Jan. 1, 2023, and Dec. 31, 2024, McCoy committed incest by engaging in deviate sexual intercourse with a minor less than 18, subjected a minor under the age of 12 to sexual contact and subjected a minor under the age of 16 to sexual contact.

Shawn Meade, 48, of Prestonsburg, was indicted on burglary in the third degree.

The indictment states that Jan. 21, 2026, Meade entered and remained in the Walmart of Louisa after having been banned from the premises Nov. 24, 2016.

Meade was indicted on the same charge in a separate indictment, with the grand jury alleging that he entered and remained on the premises of Walmart of Louisa on Dec. 16, 2026. His bond was set at $5,000 in each case.

Kevin L. Moore, 52, of Adams, stands indicted on charges of possession of a controlled substance, first degree (methamphetamine), possession of drug paraphernalia (glass pipe), and disregarding a traffic control device by failing to stop/yield at a traffic light.

The indictment states that Moore committed the offense Oct. 13, 2025.

Michael D. Ramsey, 41, of Louisa, was indicted on charges of possession of a controlled substance, first degree (fentanyl), possession of a controlled substance, first degree (cocaine), possession of a controlled substance, first degree (methamphetamine), failure of owner to maintain required insurance, no registration plates, no/expired registration receipt, rear license not illuminated and no operator’s license.

The indictment states that Ramsey committed the offenses Nov. 11, 2025. His bond was set at $5,000.

Christopher Shannon, 41, of Louisa, was indicted on burglary in the second degree, assault in the third degree, criminal mischief in the first degree, theft by unlawful taking under $1,000 (parts from vehicles), possession of burglary tools, resisting arrest and menacing.

The indictment states that Nov. 12, 2025, Shannon entered and remained in the house of Lisa Maynard on Main Street in Louisa, assaulted or attempted to assault Louisa Police Chief Steve Wilburn, damaged property owned by Lisa Maynard with damages at $3,250, acted alone or in complicity with Travis M. Howard in taking a battery owned by the City of Louisa Fire Department, attempted to prevent police from effecting an arrest by using or threatening to use physical force against police officers, and placed another person in reasonable apprehension of imminent physical injury. Bail: $10,000.

Steven R. Smith, 39, of Tram, was indicted on possession of a controlled substance, first degree (methamphetamine), use/possession of drug paraphernalia, operating a motor vehicle under the influence of alcohol/drugs (first offense within 10 years), failure of owner to maintain required insurance, first, reckless driving, operating a motor vehicle on suspended or revoked license, and no tail lamps.

The indictment states that Smith committed the offenses Feb. 15, 2023. Bail: $5,000.

Christopher Sons, 45, of Blaine, was indicted on charges of trafficking in a controlled substance in the first degree (over 2 grams of methamphetamine), tampering with physical evidence and possession/use of drug paraphernalia.

The grand jury alleges that Sons was caught Aug. 10, 2025, with 21.528 grams of methamphetamine, $260 cash, and digital scales, with the intent of trafficking or by trafficking in methamphetamine. The indictment also states that he removed, altered or concealed physical evidence that he believed would be used against him in official proceedings and that he had three glass pipes. Bail: $10,000.

Callee West, 46, Blaine, was indicted on trafficking in a controlled substance, first degree (greater than 2 grams of methamphetamine) and possession/use of drug paraphernalia.

The grand jury alleges that West was caught Aug. 10, 2025, with 21.528 grams of methamphetamine, $260 cash and digital scales with the intent of trafficking methamphetamine or by trafficking methamphetamine. The indictment also states that West was caught with three glass pipes. Bail: $10,000.

Crystal Wheeler, 49, of Louisa, was indicted on possession of a controlled substance, first degree (methamphetamine), tampering with physical evidence and failure to or improper signal.

The grand jury alleges that Wheeler committed the offenses Dec. 30, 2025. Bail: $5,000.

Deborah Widener, 48, of Louisa, was indicted on possession of a controlled substance, first degree (methamphetamine).

The grand jury alleges Widener committed the offense Jan. 3, 2026. Bail: $5,000.

An indictment is an accusation. All individuals are presumed innocent unless proven guilty in a court of law.
