Mingo man charged with sexual abuse of minor

DELBARTON, W.Va. — A Delbarton man has been arrested and jailed for what police said was sexual abuse of a minor.

Justin Aaron Stepp, 37, was arrested March 2 in the Elk Creek area of Delbarton by the West Virginia State Police Williamson Detachment on a charge of sexual assault by a parent, guardian, custodian or person in a position of trust to a child.

His arrest followed a criminal complaint Jan. 27 in which the complainant alleges that Stepp sexually assaulted her minor daughter Jan. 8.

According to court documents, during an interview Feb. 12 with Senior Trooper Z.K. Bragg, witnesses disclosed that Stepp picked up the girl from a bus stop, as he had done in the past when her parents were unable to do so. He allegedly took the girl to his house and, while there, sexually assaulted her, the criminal complaint stated.

Stepp appeared for arraignment before Magistrate Jim Harvey in Mingo County Magistrate Court. His bond was set at $50,000.
