Trooper fatally shoots Virginia man after standoff in Floyd County

HAROLD — A Kentucky state trooper fatally shot a man from Virginia on Monday morning after a tense two-hour standoff outside a business in Floyd County, according to the Kentucky State Police.

Authorities identified the man as Henry Foster, 33, of Raven, Virginia.

State police said KSP Post 9 in Pikeville was first alerted around 8 a.m. that Foster was at a business on KY-680 in Harold attempting to enter vehicles and asking for a ride. When a trooper arrived, the agency said, Foster pulled out a firearm and threatened to harm himself.

Other troopers and local officers responded and spent nearly two hours negotiating with Foster in an effort to defuse the confrontation. At about 10 a.m., state police said, a trooper fired his service weapon, striking Foster.

Responders attempted lifesaving measures at the scene, but were unsuccessful. Foster was dead. Officials reported no other injuries.

The shooting is under review by the State Police Critical Incident Response Team, which investigates police shootings across Kentucky at the request of local agencies. Officials said they would not release additional details until police interview witness and gather evidence.

State police said the pace of such investigations depends on the complexity of the case.
