Chief Deputy Chris Kidd responded to a call at approximately 8:32 a.m. regarding Marcum attempting to break into a home on Spring Branch with the caller inside the house. The officer found Marcum standing on the front porch when he arrived at the scene.
According to the police report, Marcum complied with Kidd’s directive to walk toward him.
“I noticed a large bulge in his back pocket,” Deputy Kidd reported. “[Marcum] stated, ‘It’s not mine. I picked it up.” When Kidd asked if he could remove the bulging item, Marcum reportedly said, “It’s my sunglasses.”
The deputy noted that the “bulge” was a black case containing a clear crystal substance and several syringes.

Her charges include possession of a controlled substance in the first degree (fentanyl) and possession of a controlled substance in the first degree (drug unspecified). Homer Evans, 68, of Lovely, was arrested July 16 on Route 292 for operating a motor vehicle under the influence of a substance, careless driving, failure to wear seat belts, no registration receipt, failure to produce an insurance card and no operator’s or moped license.
Deputy Kidd reported he was driving along Route 292 when he saw a vehicle in the wrong lane approaching at what appeared to be a high rate of speed. As the vehicle neared, it suddenly swerved back into its lane to avoid a head-on collision.
Kidd turned his cruiser around and conducted a traffic stop. The driver, Evans, showed signs of impairment, according to the deputy.
“I noticed slurred speech, difficulty speaking and difficulty holding his head up,” Kidd wrote in the report. He also noted a Suboxone wrapper in plain view beside the driver.
Evans submitted to a field sobriety test but refused to take a blood test, the report states.

Martha Jude, 47, of Louisa, was arrested July 16 in Debord for public intoxication-controlled substance (excludes alcohol).
Deputy Putman responded to a domestic complaint at a residence on Davella Road. He arrived to find Jude “screaming and disturbing the peace,” according to the arrest report. The resident told the deputy they had asked Jude to leave, but she refused.
Putman stated that he also instructed Jude to leave, but observed that she was “very off-balance” as she walked toward her vehicle. After conducting a field sobriety test, he arrested her, citing that she was a threat to herself and others.
