
INEZ — Martin County Sheriff John Kirk’s Office reported the following arrests:

Christopher Kestner, 51, of East Point, was arrested Tuesday on Little Rockcastle Road in Inez on three warrants. His charges include failure to appear, possession of a controlled substance first degree (methamphetamine), drug paraphernalia-buy/possession, and probation violation for a felony offense. Constable Preece served the warrants.

George Phillip Spence, 61, of Inez, was arrested Monday on McKinney Road in Inez on a warrant charging him with violation of a Kentucky EPO/DVO, unlawful imprisonment second degree, wanton endangerment first degree, and assault fourth degree (domestic violence) causing minor injury.
Chief Deputy Chris Kidd made the arrest. Spence remains in the Big Sandy Regional Detention Center under a $5,000 bond for the unlawful imprisonment charge.

Willis G. Horn, 34, of Inez, was arrested Saturday in Debord on charges of operating a motor vehicle under the influence of alcohol, terroristic threatening and assault, fourth degree (domestic violence), minor injury.
Deputy Steven Putman responded to a report from another officer saying Horn had “beaten up” a woman on a county road in Debord. The woman reportedly fled the scene, sought refuge in a passing truck driven by Beverly Grace and was taken to safety.
Deputy Jameson Wall later made contact with the woman and observed visible injuries, authorities said.
Putman located Horn operating a side-by-side on the county road and initiated a traffic stop. According to the police report, the deputy noted beer cans in the vehicle and described Horn’s speech as “very slurred.” Horn allegedly admitted to consuming six beers and was unable to walk or perform field sobriety tests, officers said.

Michael Spaulding, 43, of Kermit, West Virginia, was arrested Friday on Buck Creek Mountain in Inez on a bench warrant for court. Deputy Wall served the warrant around 8:17 p.m.

Nicholas Bowen, 29, of Inez, was arrested Friday on East Main Street in Inez for alcohol intoxication in a public place and disorderly conduct. Deputy Wall reported that Bowen was manifestly under the influence on the side of the street yelling and cursing as loudly as he could at around 11 p.m.

Issabella Ball, 23, of Inez, was arrested Friday on East Main Street in Inez on a charge of alcohol intoxication in a public place.
Constable Bradford Preece assisted Deputy Wall who had detained Ball and Nicholas Bowen. According to the police report, Ball admitted she had been drinking and stated that she was “drunk as hell.”

Rodney Aaron Fuggett, 39, of Inez, was arrested June 18 on Big Mudlick Road, Inez, on a bench warrant for Johnson District Court. Sheriff Kirk served the warrant.

Tammy Johnson, 59, of Inez, was arrested June 18 on a warrant charging her with alcohol intoxication in a public place and wanton endangerment in the first degree. Deputy Jameson Wall served the warrant.

Lonnie Joe Robinson, 45, of Tomahawk, was arrested June 18 at the courthouse in Inez on a warrant charging him with violation of an EPO/DVO. Deputy Billy Wells served the warrant at around 9:54 a.m.
Arrests by others

Michael Anthony Marcum, 52, of Lovely, was arrested Saturday on two bench warrants from Johnson District Court and charges of operating a motor vehicle under the influence of substance, failure to wear seat belts, rear license not illuminated, inadequate silencer (muffler), improper equipment, failure to produce insurnace card and failure of owner to maintain required insurance.
Kentucky State Police Trooper Layne made the arrest.
Marcum remains in the Big Sandy Regional Detention Center under a $5,000 bond for one bench warrant and a $1,000 bond for operating a motor vehicle under the influence.

James Russell Ward, 48, of Beauty, was arrested June 18 by Officer Runyon of the Paintsville Police Department. His charges include nonpayment of court costs, fees or fines.
