Martin County Arrest Report

INEZ — Martin County Sheriff John Kirk’s Office reported the following arrests:

Steven Ray Davis

Steven Ray Davis, 42, of Inez, was arrested Tuesday on charges of leaving the scene of accident-failure to render aid or assistance, operating a motor vehicle under the influence of a controlled substance, possession of a controlled substance first degree (PCP), no registration plates and operating on suspended or revoked operator’s license. Deputy Kenny Maynard made the arrest.

Danny Lowe

Danny Lowe, 52, of Phelps, was arrested Monday on Route 292 on charges of public intoxication-controlled substance (excludes alcohol), possession of controlled substance first degree (fentanyl) and possession of drug paraphernalia. Chief Deputy Chris Kidd responded to a call about a man passed out in a vehicle and found Lowe appearing under the influence, with glassy, bloodshot eyes, slurred speech and difficulty communicating. A black handgun was visible on the passenger seat. While checking his pocket for identification, Lowe revealed a clear glass pipe with white residue inside and a piece of tin foil. According to the report, Lowe said the foil contained fentanyl but claimed it was not his.

Dotty Fletcher

Dotty Fletcher, 59, of Inez, was arrested Monday at the sheriff’s office on an indictment warrant. Deputy Kidd served the warrant.

Curtis Bowen

Curtis Bowen, 37, of Pilgrim, was arrested Monday at the sheriff’s office on an indictment warrant. Deputy Kidd served the warrant.

Jeffery Bowen

Jeffery Bowen, 59, of Inez, was arrested Monday on Turkey Creek Road in Inez on a bench warrant. Deputy Steven Putman served the warrant.

Rita Lynn Maynard, 53, of Lovely, was arrested Monday at Family Dollar in Warfield on charges of possession of a controlled substance first degree (methamphetamine) and possession of drug paraphernalia. Deputy Steve Putman responded to a report of a woman passed out behind the wheel of a vehicle with the engine off. During the investigation, the deputy discovered a burnt straw, a piece of tin foil, and a pipe believed to be used for smoking methamphetamine.

Joe Evans

Joe Evans, 51, of Inez, was arrested Monday at Inez Pawn Shop on an indictment warrant. Deputy Kidd served the warrant.

Barbara Jean Gordon

Barbara Jean Gordon, 45, of Debord, was arrested Sunday on Davella Road on charges of possession of a controlled substance first degree (methamphetamine). According to the police report, Deputy Steve Putman initiated a traffic stop after observing a vehicle with an expired registration plate leaving a convenience store. During the stop, the deputy detected a strong odor of marijuana and received consent to search. He found a crystal-like substance believed to be methamphetamine in a pill bottle inside Gordon’s handbag.

Christopher Joseph Jude

Christopher Joseph Jude, 43, of Lovely, was arrested Sunday on North Wolf Creek in Lovely on charges of fleeing or evading police second degree (on foot), resisting arrest and five bench warrants.

According to the police report, Deputy J.C. Kirk was serving a warrant on another individual when Jude fled from a vehicle and ran up a hillside. Jude, who had active warrants, ignored the deputy’s commands to stop. Law enforcement deployed a Taser and successfully took him into custody.

Amanda Madonna Jarvis, 35, of Debord, was arrested Sunday on KY-645 in Inez on charges of public intoxication-controlled substance (excludes alcohol) and resisting arrest. Deputy J.C. Kirk responded to a report of a barefoot woman running along the highway. The caller expressed concern for her safety. Upon arrival, the deputy found Jarvis exhibiting erratic behavior, including talking to objects. The officer said Jarvis had slurred speech and failed a field sobriety test. According to the police report, she admitted to smoking meth earlier that day and claimed she was jogging 20 miles to a hospital to apply for a job as a security officer.

David Joshua Brown

David Joshua Brown, 39, of Lovely, was arrested Saturday on North Wolf Creek in Lovely on an indictment warrant charging him with fleeing or evading police second degree (on foot), operating on a suspended or revoked operating license, resisting arrest and menacing. Deputy J.C. Kirk made the arrest.

Elizabeth Wiley Robertson

Elizabeth Wiley Robertson, 40, of Inez, was arrested Friday on Blacklog Road in Inez on charges of possession of an open alcoholic beverage container in a motor vehicle prohibited and possession of a controlled substance second degree (drug unspecified). According to the sheriff’s department, dispatch received a report that Wiley was drinking and driving. Sheriff Kirk and Deputy Putman located her vehicle and observed her turn into the Dollar General parking lot. During the stop, officers saw an open alcoholic beverage container in the center console. Deputy Kidd, who assisted with the investigation, noted Wiley had glassy, bloodshot eyes and smelled of alcohol.

Wiley allegedly admitted to drinking three beers and consented to a vehicle search. Officers found a white pill, which Wiley reportedly identified as Fioricet.

Officers transported Wiley to the sheriff’s booking room, where she submitted to an Intoxilyzer test after an observation period, with a result of 0.053.

Dallas Maynard

Dallas Maynard, 72, of Pilgrim, was arrested Friday on Pigeon Roost in Pilgrim for third-degree terroristic threatening. Deputy Kidd was called to Dans Branch in reference to Maynard threatening a family member. When the deputy arrived, Maynard was cussing and swearing at the alleged victim. Kidd reported that Maynard threatened to kill James Maynard.

Laura Louise Williams, 54, of Inez, was arrested Friday for first-degree possession of a controlled substance (methamphetamine), possession of a controlled substance (drug unspecified), possession of drug paraphernalia and public intoxication-controlled substance.

Brandon Michael Parsons

Brandon Michael Parsons, 41, of Lovely, was arrested Thursday at the courthouse on an indictment warrant charging him with possession of a controlled substance first degree (methamphetamine). Deputy Cody Tash served the warrant.

Charlie Compton

Charlie Compton, 27, of Lenore, West Virginia, was arrested Thursday in Inez on a charge of fourth-degree assault (child abuse).

Deputy Kidd reported that Compton came to the sheriff’s office in connection with a Department for Community Based Services (DCBS) investigation. During the interview, Compton admitted that on April 29 he had his juvenile daughter bend over in front of the couch for discipline. Compton allegedly said he typically administers three “licks” with a belt when his children get in trouble.

According to the police report, he stated the first two strikes landed on the child’s buttocks, but the third struck her leg and groin area because she moved.

Compton reportedly said he later noticed bruising and expressed regret for the injury.

James Tyler Harmon, 33, of Debord, was arrested Thursday at Ernest Porter Drive in Debord on a bench warrant.

Rebecca Ray

Rebecca Ray, 22, of Pilgrim, was arrested Thursday in Inez for failure to report child dependent neglect/ abuse, possession of drug paraphernalia and endangering the welfare of a minor.

Deputy Kidd responded to a request for assistance from the DCBS following the agency’s interview of a child who disclosed that her father had whipped her with a belt. DCBS was able to document “large bruising on the child’s buttocks,” the police report stated, and later discovered additional bruising on the child’s groin area.

During an interview, Ray allegedly admitted she had witnessed the bruising the same night the incident occurred. When asked how it made her feel, she said, “It broke my heart.”

Ray allegedly told police the child had made a video and was punished by her father when he got home. Ray said the father instructed the child to bend over the couch before striking her with a belt.

Ray also reportedly told investigators the child was yelling that she needed to use the bathroom and was moving around when the belt struck her in the groin area.

While speaking with Ray, the officer noticed an odor believed to be marijuana. When questioned, Ray produced a box with various apparatuses containing marijuana residue along with paraphernalia items inside, police said.

Kidd noted the box was in an area accessible to all the children in the home.

Garland Cheyenne Spence

Garland Cheyenne Spence, 63, of Inez, was arrested Thursday for contempt of court libel/slander resistance to order.

Jeffery B. Marcum

Jeffery B. Marcum, 39, of Louisa, was arrested Thursday in Debord on a warrant related to charges of operating on a suspended or revoked operator’s license and speeding 20 mph over the limit. During the arrest, Marcum received an additional charge: possession of marijuana. Deputy Putman noted “a strong odor of marijuana about [Marcum] as he walked into [a convenience store]. The police report states that Marcum admitted he had a small amount of marijuana.

Terry E. Mallory

Terry E. Mallory, 58, of Williamson, West Virginia, was arrested April 30 at Family Dollar in Warfield for alcohol intoxication in a public place. Constable Bradford Preece reported that Deputy J.C. Kirk advised him that Mallory had “beer sitting in front of Family Dollar Store most of the day.” The police report states Mallory was unable to perform a field sobriety test and officers had to help him walk to the cruiser.

Thornton Eddie Goble

Thornton Eddie Goble, 62, of Louisa, was arrested April 29 on Yellow Creek Road north of Inez on a charge of first-degree wanton endangerment.

Sheriff Kirk responded to a caller saying Goble fired a gun at his wife. The sheriff found Goble at a neighbor’s house. According to the police report, Goble fired a 38 caliber handgun in the presence of his wife, two other adults and two children.

Authorities said Marcum had been drinking alcohol and arguing with his wife.

“[Goble’s wife] had walked up the road to try to get away from him,” Sheriff Kirk reported. “He found her in the roadway in front of Anthony Corey Preece’s residence.”

During the investigation, witnesses told authorities that Goble fired at least two shots, one in front of a neighbor’s house and another after he drove by the house. Goble allegedly admitted that he fired one shot, saying he “was trying to get his dog in the car.”
