Martin County Arrest Report

INEZ — Martin County Sheriff John Kirk’s Office reported the following arrests:

Kendall Raymond Sartin

Kendall Raymond Sartin, 24, of Beauty, was arrested Saturday on Gordon Hollow Road in Beauty for menacing. Deputy Justin Bellamy responded to a report that Sartin was brandishing a baseball bat and threatening to hit his grandmother with it. Upon law enforcement’s arrival, the terrified victim recounted a heated argument that spiraled out of control. Sartin allegedly raised the bat in a menacing swing and shouted, “Get through the house or I’ll hit you.”

The tension escalated as Sartin reportedly smashed the bat into the kitchen table and door, sending his grandmother’s phone flying off the table. Living under the same roof as Sartin, his wife and his child, the grandmother expressed her fear for her life.

Sartin confessed to wielding the baseball bat but denied making any threats. He insisted he was about 6 feet away from his grandmother and had no intention of harming her. However, he conceded to repeatedly striking the exterior of the mobile home near the doorway with the bat. Officers noted multiple dents in the mobile home, corroborating the grandmother’s account.

Sartin’s wife, Desiree Sartin, stood by her husband’s story.

Bryan Moore

Bryan Moore, 53, of Inez, was arrested Friday on KY-645 in Inez for no registration plates, no registration receipt, failure of owner to maintain required insurance, and operating on a suspended or revoked operator’s license. Deputy Bellamy saw Moore leave Horn’s BP onto KY-645 and noticed the registration plate was expired. Upon making a traffic stop, the deputy discovered the vehicle registration was expired, the vehicle was not insured, and Moore’s operator’s license had been suspended.

Frances K. Jude

Frances K. Jude, 52, of Inez, was arrested Thursday on Franks Road in Inez on a bench warrant for court. Constable Bradford Preece made the arrest.

April N. Hickman

April N. Hickman, 37, of Inez, was arrested July 2 on Tomahawk Road in Tomahawk for terroristic threatening, first-degree criminal trespass, possession of a controlled substance/drug unspecified, and fugitive from another state warrant required.

Deputy Bellamy responded to a call about an active domestic altercation at a residence on Tomahawk Road. According to the 911 dispatcher, they could hear Hickman threatening to kill individuals at the residence. Upon arrival deputies found Hickman standing in the driveway near the Family Foods parking lot.

Officers noted Hickman was swaying, staggering and having difficulty standing. Her speech was incoherent and slurred and she appeared to be under the influence of a controlled substance.

Witnesses at the scene stated that an unknown party dropped off Hickman and that she staggered into the front door of their home attempting to fight and swing her fists. She allegedly threatened several times to kill the individuals at the residence, police said. According to the witnesses, Hickman was not related to anyone at the residence and was not welcome there.

Police reported finding one gabapentin pill and one vardenafil hydrochloride pill inside Hickman’s purse.

Robin Hinkle

Robin Hinkle, 47, of Inez, was arrested July 2 for contempt of court.

April Howell, 37, of Inez, was arrested July 3 at the Big Sandy Regional Detention Center on a warrant from Martin District Court. Chief Deputy Chris Kidd served the warrant.

Austin Harless

Austin Harless, 29, of Debord, was arrested June 30 on Route 3 in Inez for operating a motor vehicle under the influence of alcohol. Deputy Kidd made a traffic stop on Harless after noticing him swerve multiple times on his motorcycle. The officer noted there was a strong smell of an alcoholic beverage on Harless’ person. After conducting a sobriety test, Deputy Kidd arrested Harless and transported him to the Sheriff’s Office where Harless blew 0.097 on the Intoxilyzer.

Tina Ramirez

Tina Ramirez, 36, of Kermit, West Virginia, was arrested June 26 on South Wolf Creek Road in Pilgrim on three bench warrants for court. Deputy J.C. Kirk made the arrest.

James Wesley McCoy

James Wesley McCoy, 53, of Pilgrim, was arrested June 25 for possession of a controlled substance (methamphetamine), operating a motor vehicle under the influence of alcohol or drugs, no registration plates and failure of owner to maintain required insurance.

The Sheriff’s Office also issued citations and criminal summonses to several residents.

Jonathan A. Perry, 33, of Tomahawk, received a criminal summons June 28 on Court Street in Inez for possession of a controlled substance, first degree (methamphetamine). He will appear in court July 18.

Jennifer Luster, 41, of Inez, was cited July 1 at Lovely Zip Zone for operating a vehicle with an expired operator’s license and possession of an open alcoholic beverage container in a motor vehicle. Deputy Bellamy responded to a report of two individuals who were possibly impaired at the Lovely Zip Zone. He found Luster in the front driver’s seat of the vehicle. Luster consented to a sobriety test and showed no signs of impairment. A search of her vehicle yielded no drugs or paraphernalia. However, she had one open bottle of liquor in the vehicle.

Billy Dean Greer, 65, of Lovely, was charged June 28 at the Lovely Zip Zone with possession of an open alcoholic beverage container in a motor vehicle. Deputy Bellamy responded to a report of a reckless driver at the Lovely Zip Zone. When he made contact with Greer, he observed an open can of Miller beer in the front cupholder. The officer noted that Greer admitted to drinking the beer. However, he did not appear to be under the influence during a sobriety test. He blew a 0.053 on the PBT.

Danielle Fletcher, 38, of Inez, was charged June 26 with operating a motor vehicle under the influence of a controlled substance following a two-vehicle accident on Coldwater Road in Inez.

Deputy Kidd was dispatched after receiving reports of a possibly intoxicated female driver heading from Tomahawk toward Inez. The caller identified the driver as Fletcher. As Deputy Kidd was en route, additional callers reported an accident on Coldwater Road.

Upon arrival at the scene, Deputy Kidd found Fletcher exhibiting slurred speech and difficulty speaking clearly. Fletcher allegedly admitted to taking Tylenol 4, Gabapentin and Clonidine but insisted she did not use any illegal drugs.

Although she initially refused medical treatment, Fletcher requested that EMS return to the scene. She was transported to Highlands ARH, where she consented to a blood test. The investigation is ongoing.

Three Martin County residents were arrested in other counties.

Robert M. Allen

Robert M. Allen, 61, of Inez, was arrested Sunday for operating a motor vehicle under the influence of alcohol, first offense.

Fred T. Daniels

Fred T. Daniels, 53, of Tomahawk, was arrested June 26 in Johnson County for contempt of court.

Megan Neidlinger

Megan Neidlinger, 29, of Tomahawk, was arrested Saturday in Paintsville for contempt of court.
