INEZ — Martin County Sheriff John Kirk’s Office reported the following arrests:
Lillie Spelts, 24, of Warfield, was arrested Tuesday on Collins Creek Road, Warfield, for endangering the welfare of a minor. Chief Deputy Chris Kidd was called to Spelts’ home for a DSS assist. He described the home as “an extremely dirty environment.” Floors were covered in garbage, clothing and other debris, making it difficult to walk, and there was glass on the floor in the kitchen. The officer noted exposed working electrical outlets in the home and that the back door had no lock or means of security. He found loaded firearms in direct access to children living in the home.
Estella Mills-Justice, 48, of Kermit, West Virginia, was arrested Monday on a bench warrant. Deputy David Reffett made the arrest.
Mark Meek, 51, of Tomahawk, was arrested Monday in the court in Inez on a warrant issued by Martin Circuit Court for failure to comply with sex offender registration, a warrant issued by Martin District Court for failure to comply with sex offender registration and a bench warrant issued by Whitley District Court. Deputy Linsday made the arrest.
Benjamin Daniel Stevens, 26, of Lowmansville, was arrested Sunday in Warfield for fourth-degree assault (minor injury) and third-degree criminal mischief. Deputy Kenny Maynard responded to a call about a domestic in progress at Dempsey Apartments. When the officer reported that a female and three children at the scene were “terrified.” According to the police report, Stevens assaulted the female, causing “multiple spots on her face, arms and legs.” He allegedly kicked in the doors to her apartment and damaged a window frame.
Stevens had fled the scene but apparently returned “multiple times throughout the morning.” Law enforcement received a tip and located him about an hour later at the Dollar General in Warfield.
Nebert Lee Horn Jr., 57, of Inez, was arrested Saturday for driving on a DUI-suspended license, illegal/altered registration plate and failure of owner to maintain required insurance.
Annissa Otter, 40, of New Liberty, was arrested Friday at White Oak Treatment Center in Inez on a bench warrant for court. Deputy Kidd made the arrest.
Michael B. Baisden, 60, of Beauty, was arrested Friday on Everett Road in Beauty for first-degree wanton endangerment and third-degree terroristic threatening. Deputy Justin Bellamy responded to a call at 2:35 p.m. about a verbal argument “that was about to go physical” on Everett Road between Baisden and James Gilman Jr. At the scene, Gilman allegedly told the deputy that Baisden had swung two knives at him multiple times and threatened to kill him. Five witnesses at the scene corroborated Gilman’s statement, the deputy said.
Deputy Bellamy located Baisden at his residence, where Bailey invited him inside and showed him two kitchen knives that Baisden said he used during the incident with Gilman. Baisden allegedly stated that he held the knives over his head while arguing with Gilman and that he threatened Gilman but could not recall exactly what he said.
Samantha L. Staniford, 42, of Louisa, and Melissa Johnson, 54, of Stony Point, North Carolina, were arrested Thursday in Tomahawk for reckless abuse/neglect of an adult by person.
Deputy Reffett was dispatched to Milo Subdivision, where the two women were staying, to conduct a welfare check on a male subject. The officer found the male subject sitting in the living room, “unresponsive” to the deputy’s presence.
Emergency personnel checked the male and transported him to a local emergency room.
Stanford and Johnson stated that they had been in the bedroom, the police report states. The women told law enforcement that the male subject “had been like that for the last two to three days” and had fallen the previous date.
Stanford was also charged with two outstanding bench warrants.
Samantha Marie Adkins, 34, of Inez, was arrested May 29 on Preston Branch Road in Inez for second-degree wanton endangerment and endangering the welfare of a minor. Sheriff Kirk reported that Adkins allowed her 2-year-old child to escape the house and enter Route 40, almost making it to a busy intersection on Routes 645 and 40.
A passing motorist stopped and pulled the child to safety. According to Sheriff Kirk, Adkins stated she was in the bathroom when the child escaped. During the investigation, the sheriff discovered that Adkins was in the bedroom with a male friend.
“She left her children between the ages of 2 and 4 unattended in a very nasty house while she was in the bedroom with a male friend,” Sheriff Kirk said. “There was little food in the residence and an open sewer running in the front yard.”
The children were removed.
Byron Marcum, 59, of Lovely, was arrested May 28 on Long Branch Road, Lovely, for first-degree wanton endangerment, second-degree strangulation and fourth-degree assault (domestic violence) with no visible injury. Deputy Kidd responded to a domestic complaint at a residence on Long Branch Road. The caller advised that Marcum was in an active domestic with Ronda Marcum, had pulled a knife on her earlier that day and that a child at the residence had the incident on video. The caller stated that Marcum had firearms with him in the second story of the house and was blaring loud noises from his TV, “trying to get hyped up.”
Kidd and four additional units arrived at the scene and surrounded the residence. Law enforcement located Marcum upstairs in the residence unarmed.
Marcum was initially irate and uncooperative but eventually de-escalated, Kidd said.
An investigation ensued and Marcum’s adult daughter provided a video of Marcum activity in a domestic dispute with the other members of the household. In the video, Marcum can be seen grabbing his wife around the neck with both of his hands. The video also shows Marcum briefly grabbing a kitchen knife and raising it in a stabbing manner towards the other individuals.
Marcum’s juvenile son told police that he wanted to intervene to protect his mother but had to back off due to fear of being stabbed after Marcum grabbed the knife.
Michael Dalton, 24, of Inez, was arrested May 27 on a bench warrant for court. Kidd made the arrest.
Priscilla Spears, 32, of Pilgrim, was charged May 27 with endangering the welfare of a minor and false report of an incident to law enforcement. Deputy Kidd was called to a residence for the second time that date for a female claiming men were breaking into her home. Kidd arrived at the scene to find Spears walking around, holding a long, sharp screwdriver, saying that she was seeing several men dressed in black and pointing out false silhouettes.
Spears allegedly said that she had been awake for 2-3 straight days and had taken an unknown substance that a male gave her “yesterday.”
Kidd noted in his report that the home was in an extremely cluttered condition, almost making it impassable. He described feces and animal urine on the floor in several locations and several cats and dogs in the home. Prescription bottles were on the floor and in other accessible locations.
The deputy found a 6-year-old juvenile in the back bedroom of the home.
