Kentucky State Police investigate trooper-involved shooting in Floyd County

PRESTONSBURG, Ky. — A Kentucky State Police is on administrative leave while an investigation continues into the shooting death of a suspect Feb. 3 in Floyd County.

The KSP said in a news release Friday that a critical incident response team has interviewed vital witnesses. The preliminary investigation reveals Trooper Billy Ball conducted a traffic stop on U.S. 23 in Prestonsburg on a vehicle matching the description of one involved in a domestic violence incident.

Glenn Bays was the operator and sole occupant of the vehicle, the news release says.

The KSP reports Bays attempted to retrieve a firearm from the vehicle’s interior during the traffic stop, and Ball used his agency-issued firearm to stop Bays’ action and protect the passing vehicles and himself.

Bays was pronounced dead at the scene.

Ball is a 3-year veteran assigned to Pikeville Post 9.
