Martin County indictments include manslaughter, kidnapping, copper theft

INEZ — A Martin County grand jury returned indictments Thursday that included charges of manslaughter, kidnapping, strangulation and copper theft, among others.

Timothy Ramey, 19, of Rockhouse Road, Tomahawk, was indicted for second-degree manslaughter. The indictment states Ramey behaved wantonly, causing the death of 15-year-old Brenda Maynard of Inez in a car crash April 3, 2022, on Old Route 3.

The fatal accident occurred around 4:30 a.m. when the 1998 Ford Mustang that Ramey was driving exited the road and overturned on its top. Maynard, a passenger in the back seat, was ejected from the car and pronounced dead at the scene.

Ramey’s bail is $100,000.

Johnny Steven Kirk, 25, of Dulen Avenue, Columbus, Ohio, was indicted for kidnapping (minor), second-degree assault and second-degree persistent felony offender. The indictment states that Nov. 6, 2022, Kirk kidnapped a minor and assaulted Misty McKinney of Lovely, causing serious physical injury, after being convicted of a prior felony.

The charges stem from Kirk’s kidnapping of his 1-year-old son in Lovely. After assaulting McKinney, Kirk took the child and fled, leading to an Amber Alert and search. Police located and arrested Kirk only hours later in Columbus, Ohio. The child was unharmed and returned to the custody of his mother.

Kirk’s bail is $50,000.

Bart Anthony Horne, 27, of S. Wolf Creek, Pilgrim, was indicted for second-degree strangulation, fourth-degree assault (minor injury) and second-degree unlawful imprisonment. Horne is accused of strangling, physically assaulting and imprisoning a female victim Dec. 20, 2022. Horne’s bail is $10,000.

Taylor G. Howell, 24, of Maynard Flats, Lovely, was indicted for theft by unlawful taking over $1,000-under $10,000 and violation of air pollution standards and rules. According to the indictment, Howell took $3,490.26 in copper transmission line owned and maintained by AT&T and burned it Nov. 25, 2022. His bail is $5,000.

Howell was indicted in a separate true bill for theft by unlawful taking over $1,000-under $10,000-complicity and criminal mischief in the first degree-complicity. The indictment states Howell, acting alone or in complicity with John R. Pack, took $3,490.26 in copper transmission line owned and maintained by AT&T and did over $1,000 in damage to AT&T property. The bail is $5,000.

John R. Pack, 19, of Dempsey Housing, Warfield, was indicted for theft by unlawful taking over $1,000-under $10,000-complicity and criminal mischief in the first degree-complicity. The indictment Pack, acting alone or in complicity with Taylor G. Howell, took $3,490.26 in copper transmission line owned and maintained by AT&T and did over $1,000 in damage to AT&T property Nov. 17, 2022. His bail is $5,000.

James Tyler Harmon, 30, of Riverside Apt., Warfield, was indicted for theft by unlawful taking over $10,000-complicity. The indictment states that on Sept. 28, 2022, Harmon, acting alone or in complicity with Zach Dials and Cody Gullett, took over $10,000 in copper transmission wire owned and maintained by AT&T. His bail is $10,000.

Cody Gullett, 21, of Pilgrim, was indicted for theft by unlawful taking over $10,000-complicity. The indictment states that on Sept. 28, 2022, Gullett, acting alone or in complicity with Zach Dials and James Tyler Harmon, took over $10,000 in copper transmission wire owned and maintained by AT&T. His bail is $5,000.

Zachary Dials, 20, of Groundhog Hollow, Warfield, was indicted for theft by unlawful taking over $10,000-complicity. According to the indictment, Dials, acting alone or in complicity with Cody Gullett and James Tyler Harmon, took in excess of $10,000 in AT&T copper transmission wire Sept. 28, 2022. His bail is $5,000.

James Tyler Harmon, 30, of Riverside Apartments, Warfield, was indicted for first-degree possession of controlled substance (heroin), failure of owner to maintain required insurance, no registration plates, no expired registration plates and improperly on the left side of the road. The indictment states Harmon committed the crimes Oct. 29, 2022. His bail is $5,000.

Christopher G. Maynard, 45, of Pilgrim, was indicted for possession of controlled substance in the first degree. The indictment accuses Maynard of having methamphetamine Aug. 13, 2022. His bail is $5,000.

Pamela Matthieu, 52, of North Lock Avenue, Louisa, was indicted for first-degree trafficking in a controlled substance (less than 10 dosage units opiates), second-degree trafficking in a controlled substance (over 10 dosage units amphetamine) and public intoxication. According to the indictment, Matthieu had six dosage units of Oxycodone and 27.5 dosage units of Amphetamines and $9,400 with the intent to traffic. The indictment also says Matthieu was in a public place under the influence of a controlled or intoxicating substance to the degree that she was a danger to herself or other persons or property or unreasonably annoyed persons in her vicinity Oct. 28, 2022. Her bail is $10,000.

Frankie Maynard, 46, of Dan’s Branch, Pilgrim, was indicted for first-degree trafficking over 2 grams of methamphetamine and third-degree trafficking. The indictment accuses Maynard of having more than 2 grams of methamphetamine and more than 10 units of schedule IV controlled substance and $174 in cash with the intent of trafficking Dec. 4, 2022. His bail is $10,000.

Leslie Maynard, 43, of Blacklog Road, Inez, was indicted for criminal mischief in the first degree. According to the indictment, Maynard damaged property owned by Kennis Maynard, with the damage exceeding $1,000 Nov. 5, 2022. Bail is $10,000.

Michelle Horn, 39, of Davella Road, Debord, was indicted for first-degree fleeing/evading and first-degree wanton endangerment. The indictment accuses Horn of disregarding signals and commands to stop given by Deputy David Adams with the Martin County Sheriff’s Department and engaging in conduct that creates substantial danger of death or serious physical injury to another person Nov. 5, 2022. Bail is $5,000.

Gary Jude, 30, of Narrow Branch, Hardy, was indicted for first-degree fleeing/evading, operating a motor vehicle under the influence of alcohol/drugs, first offense within five years, first-degree wanton endangerment and first-degree possession of controlled substance (opiates). The indictment states Jude disregarded signals and commands to stop given by Deputy Chris Kidd with the Martin County Sheriff’s Department with the intent to flee. It also says Jude operated a motor vehicle while under the influence of alcohol or other substances, engaged in conduct that created substantial danger or death or serious physical injury to another person, and was in possession of morphine. The grand jury accuses Jude of committing the crimes Nov. 1. Bail is $5,000.

Christopher Jude, 41, of N. Wolf Creek, Lovely, was indicted for first-degree fleeing/evading, first-degree possession controlled substance (methamphetamine) and resisting arrest. The indictment accuses Jude of disregarding signals and commands to stop given by Deputy Chris Kidd with the intent to flee, avoid or elude his arrest, being in possession of methamphetamine and attempting to prevent his arrest by using or threatening to use physical force against the deputy Oct. 25, 2022.
