Mingo County arrest report week of Feb. 1

WILLIAMSON, W.Va. — The Mingo County Magistrate Court Clerk’s office released these criminal complaints from recent arrests in the county during the first week of February 2026.

Brittney Wilkerson, 36, of Williamson, was charged with delivery of a controlled substance (selling heroin). The arrest was made at the 7-11 in downtown Williamson by DEA officers.

Magistrate Dave Justice arraigned Wilkerson.

John Michael Payne, 37, of Ransom, Kentucky, was charged with delivery of a controlled substance (fentanyl). Officers of the U.S. 119 Drug Task Force arrested him.

Payne was arraigned by Magistrate Justice.

Enoch Michael Mounts, 78, of Gilbert, was charged with unlawfully shooting and killing a neighbor’s dog.

The criminal complaint stated that officers from the West Virginia State Police and Mingo County Sheriff’s Department were dispatched to Elmo White Drive in Gilbert regarding an animal complaint.

Court documents reveal that officers with the Gilbert Police Department originally responded to the call but, due to “conflict with the parties,” requested that the WVSP or MCSD respond to and investigate the complaint.

WVSP Trooper Z. K. Bragg and MCSD Deputy M.E. Tiller spoke to the dog’s owner, who informed them of the incident.

The complaint further stated Mounts informed the officers that he “was sorry,” but that he had in fact originally shot at the 12-year-old Rottweiler because the dog had come onto his property.

Mounts told the officers that he had initially shot at the dog four times with snake shot ammunition “to scare it away,” but that a fifth shot was with a full metal jacketed bullet that he was unaware had been loaded in the 9 mm pistol.

Neil Armstrong Jackson, 57, of Ragland, was charged with DUI. He was arrested by West Virginia State Police (WVSP) Trooper J.T. Kitts. Mingo County Sheriff’s Department (MCSD) Deputy B. Sipple assisted.

Tammy Carol Estepp, 47, of Ragland, was charged with DUI causing serious bodily injury. She was arrested by MCSD Deputies Lendearo and Thomas.

Estepp was arraigned by Magistrate Donald Sansom.

Timmy Ballas, 36, of Williamson, was charged with breaking and entering. The Williamson Police Department arrested him.

Anna Fay Key, 50, of Matewan, was charged with DUI, possession of a controlled substance and driving with no insurance. She was arrested by MCSD Deputy Sipple.
