INEZ — The Martin Circuit Court has formally charged a Debord woman under the Rocket Docket program.

Charlene Carter, 34, faces charges of first-degree possession of a controlled substance (methamphetamine), a Class D felony, and public intoxication, a Class B misdemeanor.

According to the Commonwealth Attorney, the charges stem from a Nov. 1 incident in which police allegedly found Carter in possession of methamphetamine. At the time of her arrest, the information states, Carter was under the influence of a controlled substance to a degree that she endangered herself or others or unreasonably annoyed persons in her vicinity.

Martin Circuit Judge J. Kevin Holbrook set Carter’s arraignment for Nov. 20.

The Rocket Docket program expedites court proceedings for low-level, non-violent drug offenses to quickly connect defendants with substance abuse treatment and reduce jail costs.
