Mingo County arrest report

WILLIAMSON, W.Va. — Several arrests were made last week by law enforcement agencies. Here is a list of those arrested and arraigned in Mingo County Magistrate Court.

Joshua Ted Carter, 33, of Hurricane, was arrested by the Mingo County Sheriff’s Department (MCSD) on three counts of domestic assault.

James Christopher Davis, 30, of Sandy Level, Virginia, was arrested by the West Virginia State Police (WVSP) on two counts of battery of a law enforcement officer, public intoxication, and destruction of property.

Phillip Lee Moore, no age or address listed, was arrested by the WVSP for delivery of fentanyl.

Shondale Brooke Hall, 30, of Gilbert, was arrested by the WVSP for child abuse causing bodily injury.

Mark Anthony Hall, 36, of Gilbert, was arrested by the WVSP for child abuse causing bodily injury.

Jonathan James Pack, 39, of Kermit, was arrested by the MCSD on two counts, one for domestic battery and one for domestic assault.

Billy Stratton, 52, of Edgarton, was arrested for stealing ballast rock from the Norfolk Southern railroad property. The Norfolk Southern RR police conducted the investigation.

Lisa L. Sherrill, 63, of Williamson, was arrested by the Williamson Police Department for assault and battery with a liquor bottle.

Patsy Nicole Elkins, 31, of Williamson, was arrested by the WVSP for receiving and transferring stolen goods.

Mark Anthony Horn, 37, of Delbarton, was arrested by the MCSD and charged with violating an Emergency Protective Order (EPO) via social media.

Melissa Gail Jones, 51, of Delbarton, was arrested by the MCSD for possession of meth while at the Mingo County Courthouse to bond out her son. She also had an outstanding warrant on file.

James Rayburn, no age listed, of Williamson, was arrested by the MCSD for bond violation on charges of malicious assault and conspiracy to commit a felony.

Timothy A. Slone, no age listed, of Williamson, was arrested by the MCSD for driving on a suspended license for DUI and probation violation.

Mary Ann Dillon, 49, of Chattaroy, was arrested by the WVSP for domestic violence and brandishing a deadly weapon. She allegedly threatened her husband Donnie Dillon.

(All defendants are presumed innocent until proven guilty in a court of law.)
