Grand jury indicts six: Sex crimes against children, copper theft, assault among charges

INEZ — A Martin County grand jury returned six indictments Aug. 7, including five counts of child rape, child sodomy, unlawful transaction with a minor, metal theft and assault.

Tommy L. Bowens

Tommy L. Bowens, 35, of Tomahawk, is charged with five counts of second-degree rape and one count of second-degree sodomy.

The indictment alleges that between Oct. 1, 2024, and Feb. 28, 2025, Bowens, while being at least 18 years old and in a position of authority, engaged in sexual intercourse with a person under the age of 14 on five separate occasions. It also alleges that he engaged in deviate sexual intercourse with a person under the age of 14. His bail is set at $25,000.

Cheryl A. Rogers

Cheryl A. Rogers, 49, of Tomahawk, is charged with first-degree unlawful transaction with a minor.

The indictment alleges that between Oct. 1, 2024, and Feb. 28, 2025, Rogers induced, assisted or caused a minor under the age of 16 to engage in illegal sexual activity. Her bail is set at $25,000.

Ricky Sartin

Ricky Sartin, 61, of Beauty, is charged with unlawful acts relating to acquiring metals, first-degree criminal mischief and first-offense trespass of key infrastructure assets.

The indictment alleges that on April 6, Sartin cut, mutilated, defaced or injured fixtures owned and operated by AT&T and Optimum to obtain restricted, nonferrous or ferrous metals. AT&T reported losses of $11,242 and Optimum reported losses of $28,642. Sartin is also accused of damaging fiber-optic cable belonging to the companies, with damages exceeding $500, and of entering property containing key infrastructure. His bail is set at $5,000.

Jimmy Dale Maynard

Jimmy Dale Maynard, 45, of Paintsville, is charged with third-degree assault of a police or probation officer and first-degree persistent felony offender.

The indictment alleges that on May 31, Maynard assaulted or attempted to assault Martin County Sheriff’s Deputy Kenny Maynard during his arrest. It further states that Maynard had two prior felony convictions for which sentences were imposed and completed or from which he was legally released within five years of the current charge. His bail is set at $5,000.

Roy K. Goble

Roy K. Goble, 50, of Pilgrim, is charged with first-degree possession of a controlled substance (methamphetamine). The indictment alleges Goble had methamphetamine in his possession during his arrest May 26. His bond is $5,000.

James D. Charles, 60, of Lovely, is charged with third-degree terroristic threatening.

The indictment alleges that on Jan. 3, Charles threatened to commit a crime likely to result in death or serious physical injury to another person or property. He is not eligible for release from custody until an interview and evaluation by pretrial services has been completed.
