Agencies mobilize to aid Medicaid recipients in wake of devastating flooding

FRANKFORT — In the aftermath of severe flooding that has inundated communities across Kentucky, state agencies are working to assess the impact on some of the region’s most vulnerable residents, including Medicaid recipients and home care providers.

Governor Andy Beshear has declared a state of emergency as rescue operations continue, with officials urging affected residents to seek immediate assistance if needed. The Department for Medicaid Services (DMS), in coordination with the Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID) and the Department for Aging and Independent Living (DAIL), is monitoring the status of individuals enrolled in the 1915(c) Home and Community-Based Services (HCBS) waiver program, which supports those requiring in-home care.

State officials are encouraging anyone experiencing an emergency or life-threatening situation to call 911. For those in need of urgent but non-life-threatening assistance—such as prolonged power outages, lack of food, water shortages or difficulties leaving their homes—help is available at (502) 607-6665.

In a statement, the agencies said that case managers are reaching out to affected Medicaid waiver participants and providers. Residents may also be contacted directly by state representatives seeking to determine their needs.

To streamline the response, the state has provided online Flooding Assistance Forms for both participants and providers. However, officials acknowledge that many individuals may not have internet access due to the flooding. Those in need can call the 1915(c) Waiver Help Desk at (844) 784-5614 for assistance in completing the forms.

For waiver-related emergencies, individuals can also contact the help desk via email at 1915cWaiverHelpDesk@ky.gov. Officials urged those who are aware of impacted individuals to spread the word about available resources.
