Martin County Sheriff John H. Kirk

INEZ — Martin County Sheriff John H. Kirk’s Office reported the following arrests:

Raymond Eugene Keeton Jr.

Raymond Eugene Keeton Jr., 18, and Sonny A. Keeton, 39, both of Salyersville, were arrested Sunday at Save a Lot on Route 645 in Inez. Both men were charged with menacing and criminal trespass. Raymond Keeton also faces an additional charge of public intoxication of a controlled substance, excluding alcohol.

Sheriff Kirk responded to an alarm call at the store, where he found Raymond Keeton and Sonny A. Keeton in a 2007 white Mazda parked behind the building. According to the sheriff, a coat covering the rearview mirror obstructed the view inside the vehicle.

The two men were hesitant to show their hands, repeatedly placing them out of sight until Sheriff Kirk drew his firearm. Subsequently, the sheriff found a handgun inside the vehicle. Dispatch advised the gun had been reported as stolen in Floyd County.

The police report states Raymond Keeton, the driver, was using a THC vape pen and exhibited slurred speech and slowed actions. He allegedly admitted to using marijuana.

Timothy Stacy

Timothy Stacy, 53, of Kermit, West Virginia, was arrested Sunday for possession of a controlled substance first degree (methamphetamine) and public intoxication of a controlled substance (excludes alcohol). Constable Mitchell Bowen made the arrest.

Frankie Maynard

Frankie Maynard, 48, of Pilgrim, was arrested Sunday on Gordon Hollow Road in Beauty on an indictment warrant from Martin Circuit Court. Charges against Maynard include possession of a controlled substance in the first degree (methamphetamine) and drug paraphernalia. Constable Brad Preece served the warrant.

Harlan Jude

Harlan Jude, 53, of Pilgrim, was arrested Saturday on Big Peter Cave Road on a warrant from Martin Circuit Court. Jude’s charges include third-degree assault of a police officer, fleeing or evading police, escape, resisting arrest, menacing and public intoxication of a controlled substance (excludes alcohol). Constable Preece served the warrant.

Ernest P. Jarvis

Ernest P. Jarvis, 50, of Inez, was arrested Friday at his home on Happy Hollow for second-degree burglary, criminal mischief, menacing and resisting arrest.

Chief Deputy Chris Kidd responded to a call around 8 a.m. after neighbors reported finding Jarvis exiting their securely locked home when they pulled into their driveway. According to the neighbors, Jarvis had cut their outdoor security cameras before entering the house and rummaging through the interior. As he exited, Jarvis broke the top of the screen door before fleeing.

Deputy Kidd located Jarvis at his residence. When approached, Jarvis took an aggressive stance, refused to comply and pulled away as Kidd attempted to restrain him. After being handcuffed, Jarvis sat down and refused to walk, causing the deputy to pull him to his feet from a seated position and escort him to the cruiser.

Kidd said Jarvis had been the subject of complaints recently.

“Mr. Jarvis has had multiple run-ins with law enforcement over the past two weeks,” Kidd said. “He’s been going to neighbors’ houses, trespassing and aggravating neighbors, accusing them of various things.”

One incident involved Jarvis appearing at a local church.

“He concerned the members there at the church greatly, acting erratically,” said Kidd.

“It’s been an ongoing thing with Mr. Jarvis over the past two weeks but we were able to charge him today.”

Jarvis remains in the Big Sandy Regional Detention Center under a $10,000 bail.

Ronald Wrightsel

Ronald Wrightsel, 76, of Tomahawk, was arrested Friday for possession of a handgun by a convicted felon. Deputy Kidd went to a residence to investigate Wrightsel on an active warrant from Michigan. The police report states Wrightsel disclosed that he had a firearm where he was sitting in the residence. He also reportedly stated that he was a convicted felon and had been in and out of prison for robbery and escape. Deputy Kidd found a .22 caliber H&R revolver on the seat where Wrightsel was sitting.

Terri L. Sammons

Terri L. Sammons, 43, of Lovely, was arrested Friday on Mary Perry Road in Tomahawk on two warrants from Martin County Family Court to answer contempt of court. Each warrant states Sammons will remain incarcerated with no bond for 179 days in the Big Sandy Regional Detention Center or pay the purge amount of $500 or upon agreement with the county attorney. Deputy Kidd executed the warrant.

Mary Setser

Mary Setser, 53, of Auxier, was arrested Thursday on Bowen Lane in Inez on a bench warrant. Deputy Kidd executed the warrant.

Clayton Muncy

Clayton Muncy, 28, of Kermit, West Virginia, was arrested Thursday on an indictment warrant charging him with fleeing or evading in the first degree (motor vehicle), fleeing or evading in the first degree (on foot), wanton endangerment in the first degree (police officer), and criminal mischief in the first degree. A related Oct. 3 indictment alleges that Muncy disregarded commands given by Trooper Mark Spencer of the Kentucky State Police Post 9 to stop. It also states he created a danger of death or serious physical injury by dragging his father with the motor vehicle he was operating Feb. 19, 2022. Deputy Kidd executed the warrant.

Jordan Ray Farmer

Jordan Ray Farmer, 30, of Inez, was arrested Dec. 5 for alcohol intoxication in a public place. Deputy Kidd made the arrest.
