Martin County Arrest Report

INEZ — Martin County Sheriff John Kirk’s office reported the following arrests.

Jeremy Harmon

Jeremy Harmon, 42, of Warfield, was arrested Tuesday at Riverside Apartments, Warfield, for criminal trespassing. Chief Deputy Chris Kidd responded to a call from the Riverside manager stating Harmon had been barred from the property but was in Apartment 32.

Kristin Slone

Kristin Slone, 26, of Inez, was arrested at the Southwest Regional Jail in Holden, West Virginia, on bench warrants for court. Deputy Billy Patrick made the arrest.

Rhodes Dials, 37, of Inez, was arrested Monday in Inez on a warrant. Kidd made the arrest.

Jeffrey Preece

Jeffrey Preece, 47, of Warfield, was arrested Monday at the Southwest Regional Jail in Holden, West Virginia, on a bench warrant for court. Patrick made the arrest.

Justin Fletcher

Justin Fletcher, 33, of Tomahawk, was arrested Sunday on White Road, Warfield, for assault, fourth degree (child abuse), public intoxication of a controlled substance (excludes alcohol), first-degree fleeing or evading police (on foot), first-degree wanton endangerment, resisting arrest and menacing.

Deputy David Adams reports that police responded to a complaint that Fletcher had assaulted his 17-year-old stepson. When officers arrived, around 5 p.m., Fletcher refused to come outside, then fled to the hills with his 4-year-old son, who was not wearing shoes or socks and was dressed in pajamas.

Law enforcement deployed a drone and located Fletcher just after 6 p.m. at the top of the ridge, approximately 2.5-3 miles from where he fled the scene. Adams noted the temperature was 45-49 degrees.

As Adams approached, Fletcher snatched the child from the ground and fled down the other side of the ridge. According to the police report, the deputy caught up with Fletcher, who “was combative and squared up like he wanted to fight while holding the child.” The officer talked Fletcher into putting the child down and then placed Fletcher in handcuffs.

Police returned the child to its home, where an ambulance awaited. The deputy noted the child was “cold and shaking and scared to death.”

Adams reports that Fletcher said he didn’t know why he ran, was stupid, had taken suboxone and was still high from smoking meth the night before.

Adams says the 17-year-old victim stated Fletcher got mad at him “over cleaning.” The victim stated that Fletcher said he would not buy him anymore “chips” and “weed.” Finally, the victim told police that Fletcher pushed him into the kitchen counter and hit him.

The police report notes the victim had a cut on his left cheekbone, a bruise above his left eye, and a place bleeding on his left ear.

The report says Fletcher became combative and attempted to pull away several times while officers were escorting him to the cruiser.

James A. Muncy

James A. Muncy, 40, of Paintsville, was arrested Sunday at Sycamore Estates, Inez, for possession of a controlled substance (methamphetamine). While patrolling, Deputy Adams observed Muncy walking down the road. He stopped to check on him and saw him trying to throw something onto the ground. The deputy asked what he threw down, and Muncy replied, “Nothing,” and added that he didn’t get it out of his pocket in time. Muncy then retrieved a small bag containing a clear crystal substance.

Herman J. Endicott

Herman J. Endicott, 52, of Inez, was arrested Friday in Inez for first-degree possession of a controlled substance (methamphetamine) and possession of marijuana. Chief Deputy Chris Kidd responded to a complaint about intoxicated subjects on Castle Branch and encountered Endicott and a female passenger inside a parked vehicle. According to the police report, Endicott told law enforcement he only had “weed” inside the vehicle. Officers located a round container filled with a green substance that Endicott stated was weed. They also found a clear bag containing a crystal-like substance in the center console. When pulled from the vehicle, Endicott said, “That’s all the meth in the car.” The passenger had what she identified as “suboxone” on her lap.

Tracy Lynn Johnson

Tracy Lynn Johnson, 38, of Inez, was arrested Friday on Albert Porter Drive, Inez, for first-degree possession of a controlled substance (methamphetamine) and possession of a controlled substance. Deputy Billy Patrick responded to a call about impaired subjects on Castle Branch. When officers arrived, Chief Deputy Kidd made contact with the driver, and Patrick walked up to the passenger side and made contact with Johnson.

According to Patrick, Johnson had an open suboxone lying on her lap, which she stated she had bought for either $5 or $10, “couldn’t remember,” but was not prescribed suboxone. The police report says Johnson told officers that she had some “used” meth inside a bottle in her purse. Johnson stated she and Herman Endicott had smoked the meth before and were saving it to smoke again.

Charles Kenny Crum

Charles Kenny Crum, 24, of Inez, was arrested Friday for failure to appear in court.

Crystal D. Scott

Crystal D. Scott, 40, of Kermit, W.Va., was arrested Feb. 8 at Walgreens in Warfield for operating a motor vehicle under the influence of a controlled substance, first-degree possession of a controlled substance (methamphetamine), operating on suspended or revoked operating license and drug paraphernalia buy/possession.

Chief Deputy Kidd reports Sheriff Kirk noticed Scott driving in Warfield, knew her license had been suspended and called for Kidd’s assistance. According to the arrest report, when the deputy arrived, Scott said, “I only took a hit of weed and my 16mg suboxone.”

Kidd reports Scott showed 6/6 clues on the field sobriety test. During a post-arrest search, the deputy found several clear crystal-like substances in a round container and a glass pipe. Scott refused a blood test and was transported to booking.

Brandon Patrick Kirk

Brandon Patrick Kirk, 33, of Warfield, was arrested Feb. 8 at Warfield Elementary School for public intoxication of a controlled substance, first-degree possession of a controlled substance (methamphetamine) and second-degree possession of a controlled substance (drug unspecified).

Deputy David Adams reports that dispatch received a complaint about a male subject kicking in a door at Riverside Apartments in Warfield. The caller advised the subject had left and was walking toward the school.

Sheriff Kirk came into contact with Brandon Kirk at the entrance to the school. According to the arrest report, the suspect was extremely under the influence and told the sheriff that he had smoked meth 3-40 minutes earlier.

During the arrest, the sheriff seized a small bag containing a clear crystal-like substance that the suspect said was meth. The sheriff also seized a piece of paper with an orange powder substance that the suspect said was suboxone. The suspect was carrying the items in his pocket.

Brandy N. Muncy

Brandy N. Muncy, 39, of Lovely, was arrested Feb. 8 on South Wolf Creek, Pilgrim, for public intoxication-controlled substance (excludes alcohol), two counts of first-degree possession of a controlled substance (drug unspecified), drug paraphernalia buy/possession, and possession of marijuana. Constable Bradford Preece reports that a neighbor stopped by his house about a female passed out on his porch. Preece says he found Muncy sitting in the yard at the residence; she could not perform any field sobriety test and was “severely, severely under the influence.”

Muncy was also arrested Thursday at the Big Sandy Regional Detention Center on a bench warrant for court. Kidd served the warrant.
Ethan Ward, 33, of Meally, was arrested Feb. 8 on Route 40 in Inez on a bench warrant for court. Kidd made the arrest.

Christopher Marcum

Christopher Marcum, 39, of Louisa, was arrested Feb. 7 on Ky-645, Tomahawk, on two bench warrants out of Lawrence District Court. Adams made the arrest.
The sheriff’s office also reported multiple traffic citations.
