LOVELY — Martin County Sheriff John Kirk has cited a man for second-degree cruelty to animals after receiving a complaint that the man had a dog on a chain with no food or water.

Kirk says Gary Lee Costas, 37, of Lovely, had multiple animals, including dogs, rabbits, chickens and ducks.

“Officers saw no food or water for most animals,” Kirk said. “Rabbits’ water was stagnant.”

Kirk noted in his report, “There was trash scattered everywhere.”

Costas will appear in court July 12 in Martin County.
